The Department of Administrative and Financial Services (DAFS), Office of Information Technology (OIT) provides a wide-range of technological services to over 13,000 state employees and the agencies for which they serve. The selected candidate will be assigned to the MACWIS Application Development Team, which is one of several teams within OIT’s Applications Development Division that provides applications development and support services. MACWIS Application Development Team provides system development, maintenance, and operational support for the Department of Health and Human Services (DHHS), Office of Child & Family Services (OCFS) Maine Automated Child Welfare Information System (MACWIS). MACWIS is a PowerBuilder/Oracle PL/SQL application with an Oracle 12c ExaData database. MACWIS is the primary system for tracking, monitoring, and reporting Maine’s child welfare case and financial data and is used by approximately 850 staff. OCFS staff use MACWIS to process upwards of 100,000 transactions daily processes approximately $100,000,000 in payments annually. In addition, MACWIS maintains around twenty critical federal, state, and third-party interfaces. OCFS is currently in the process of selecting a new Comprehensive Child Welfare Information System (CCWIS) to comply with new federal standards. The MACWIS Application Development Team will play a large role in supporting this transition.

The selected candidate will be assigned to perform advanced technical services work involving the support and maintenance of a large and highly complex computer application. The selected candidate will be exposed to modern tools and technologies and will be provided with the opportunity to utilize agile methodologies to accomplish team goals and objectives. A few of the tools and technologies that will be used include PowerBuilder, PL/SQL, Jira, Subversion, and Oracle database technologies & tools.
WHAT WILL YOU DO?
The selected candidate will assume one of the lead technical roles on the MACWIS Application Development Team and will be involved in all phases of the systems development life cycle to address highly complex technical and business service requests and problems. Assigned duties will include leading, advising, and assisting other team members as needed to ensure that the team delivers quality solutions to the customer in a timely manner. This position is in Augusta, Maine. Work will be performed under limited supervision and some flex scheduling may be allowed. There is also an after-hours support role included as part of a team rotation.
Five (5) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent. A Master’s Degree in Computer Science may be substituted for one (1) year of programming experience.

SALARY: CLASS CODE: 0866 PAY GRADE: 27 – $53,726.40 - $72,924.80 annually*
*Includes a 15% recruitment and retention salary adjustment and eligibility for a 5% annual training bonus.
The value of State’s share of Employee’s Retirement: 15.37% of salary for BU positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:
- Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly
- Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly
- Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly
- Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly
*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
