Location: This is a full-time position located in Augusta, it reports to the Chief Operating Officer, and allows partial telework with management approval.

Core Responsibilities:

The purpose of this position is to manage the evaluation, implementation, and maintenance of OBH’s information systems across social service programs and operations of the Office of Behavioral Health. In time, this role will be the OBH in-house go-to expert on OBH’s case management information systems, our contract ASO system, and any additional information solutions we create or adopt for enhanced efficiency.

In this role, you will work with OBH program staff and in collaboration with technology partners, to research, analyze and gather specifications on business workflow and practice for new system functionality, upgrades, and maintenance. You will help identify problems and deficiencies of current business practice and system use, consider solutions and alternatives, and work with program staff, service providers, and technology partners to recommend changes and modifications for enhanced efficiency and efficacy. You will review, manage, and prioritize requests for system changes, ensuring OBH remains in compliance with state and federal laws, policy and practice, and reporting requirements. You will help with the development and review of OBH technology contracts. You will be a key member of the Operations team and participate in special projects across the technology, data, and operations spectrum.

Representative tasks include:
o Represent OBH on technology initiatives serving as business lead in the following project tasks–
? Define both “as is” and future workflow and business requirements and sign off on requirement artifacts provided by technology team (MaineIT and/or technology vendor)
? Review proposed technical design / user story documents with focus on ensuring design and UI presentation will satisfy business requirements
? Serve as test lead for OBH business UAT testing including ensuring test cases and scripts are developed and documented, overseeing UAT test execution, assisting as needed in the execution of the test scripts, managing defects in partnership with technology partners including identifying which defects are critical for initial project implementation versus which can be addressed post-implementation within a set timeframe, and signing off on UAT testing phase
? Ensure an adequate change management plan exists including business user training on workflow changes and use of new/enhanced technology
? Represent OBH in the ongoing technology maintenance plan that addresses defects and enhancement needs over time
o Mentor other OBH project resources whether they be State staff and/or contracted resources

Minimum Qualifications:

An eight (8) year combination of education and/or professional experience in social services or program management with experience in the early care and education system and/or children’s mental health system.

Preference will be given to those with experience in gathering, assembling, and analyzing data to provide feedback on information system and management programs and practices.
