Responsibilities for this position include:

  • Oversee Facilities maintenance operations of the Machine Shop, satellite service shops, Blast building(s), and integrated Mechanical systems’ throughout the main shipyard facility, and off-site facilities assigned.
  • Provide leadership to Front Line Supervisors (1st and 3rd Shifts), Planners, Engineers, and Mechanics to assure they are properly trained to efficiently perform their tasks and maintain a safe working environment.
  • Work with various functional areas in evaluating existing processes, and identifying process improvement opportunities to drive business results (i.e. cost reductions, operational efficiencies, adequate controls).
  • Ensure employees in functional areas follow established procedures and generate finished work products on schedule and within budgetary constraints while ensuring customer expectations are met.
  • Administer Collective Bargaining Agreement, working with the representatives of Local S6.
  • Ensure all work performed is done in compliance with local state and federal regulatory guidelines.
  • Implement the manning resource plan in accordance with the operational plans for direct, capital and indirect funding.
  • Oversee departmental overtime policy and procedures to assure consistent applications across each functional area.

Key Responsibilities

Safety Leadership:

  • Enforce safety policies and procedures, with a focus on housekeeping and personal safety.
  • Lead initiatives to enhance workplace safety and foster a culture on continuous improvement.
  • Ensure team members complete all safety training assigned.
  • Ensure Jobs on task have been properly vetted with the appropriate level Job Hazard Analysis (JHA) highlighting the work hazards identified the assigned safety envelope.
  • Ensure assigned crews are following House-Keeping Best Practices in their shops and at their assigned job-sites.
  • Enforce BIW’s PPE requirements.

Project Execution:

  • Prioritize Trade’s work to ensure the Plan of the Week (POW) projects are aligned with Production’s critical path activities, and to ensure the crews are working on the right job at the right time.
  • Track the status of crew workload(s) involving Critical Equipment assets to monitor and reduce Out-Of-Service (OOS) time to minimize impacts to Cost, Schedule, Budget, etc.
  • Track the status of assigned Preventative Maintenance (PM) workloads and work order’s completion status to enable intervention for planned downtime (and reduce unplanned outages).
  • Responsible for maintaining and auditing all cost data for accuracy and data integrity for assigned area(s) of responsibility.
  • Coordinate with Production Department leaders to facilitate job scheduling, and track jobs to completion.
  • Work with assigned Trade Planners to develop the POW and ensure job(s) are scheduled to resource capacity.
  • Actively participate in critical equipment root-cause analysis with the Facilities Reliability Engineer team, the Safety Department, and Environmental team, as appropriate.

Program Controls Management:

  • Manage the overall execution of the Plan of the Week.
  • Participate in efforts to improve Program Controls departmental efficiency and optimization.
  • Set appropriate team expectations for completion of goals.
  • Ensure accountability of task and goal completion.
  • Support Facilities Department metric(s) and established goals.

Training and Development:

  • Drive training programs to ensure trade mechanics are trained for the tasks assigned.
  • Ensure Procedures and Process Controls are well-documented and communicated to the personnel charged with executing the tasks.

Team Collaboration and Communication:

  • Work cross-departmentally with multiple functions/organizations in effort to achieve Production goals.
  • Collaborate with Project and Functional Managers to mitigate project/job execution delays.
  • Partner with Facilities Engineering and Planning group to identify efficiency, cost savings, and reliability opportunities to minimize equipment downtime and mitigate interruptions to Production.

Continuous Improvement:

  • Participate in Business Operating System (BOS) principles and productivity enhancements.
  • Focus to critical equipment reliability opportunities.
  • Focus on the quality of trade’s workmanship to ensure quality standards.
  • Incorporate the Plan-Do-Check-Act model to ensure sustainment of the improvements established.

Required/Preferred Education/Training

Required:

  • Bachelor’s Degree in Mechanical Engineering.

Preferred:

  • Bachelor's Degree in Mechanical Engineering with applied experience in machine shop repair, and Reliability Centered Maintenance (CMRP).

Required/Preferred Experience

Required:

  • Knowledge of Facilities Division work processes/operations and administration (MAXIMO CMMS experience a plus).
  • Must have the flexibility to work in a fast-paced environment under pressure of changing and often conflicting priorities.
  • Ability to execute multiple simultaneous projects.
  • Strong research skills with the ability to organize, plan, and execute complex projects.
  • Self-motivation and strong ability to contribute in a team environment.
  • Overall knowledge of processes and procedures.
  • Must be competent in Microsoft PowerPoint, Word, Excel, Project, Access etc.
  • Demonstrated experience working with all levels of a Company.
  • Strong written and oral communication skills.
  • Demonstrated effective communication with union employees.
  • Supervisory experience with multiple trades.

Preferred:

  • Minimum of 10 years Shipyard or Facilities experience.
