SENIOR/LEGISLATIVE POLICY ANALYST

The Maine Legislature’s Office of Fiscal and Program Review, a nonpartisan staff office of the Legislative Council, is seeking applicants for a Senior/Legislative Policy Analyst position responsible for staffing the Legislature’s Taxation Committee. The position will be filled at a level commensurate with the applicants experience and qualifications. Employees in this position work in our Augusta Office, are enthusiastic about supporting the important work of the Maine Legislature and conduct themselves in a highly confidential, professional and non-partisan manner.

 

Under minimal supervision, the position must perform complex legal and policy research, analysis and drafting for legislative committees and individual legislators. The position is expected to demonstrate advanced expertise and experience in legislative policy and procedures and consistently excel at performing research and analysis, drafting bills and amendments, and communicating with legislators, staff and stakeholders. The position is expected to exercise considerable independence in performing assigned tasks, consistently producing superior work in a timely manner and demonstrates creativity and initiative in problem-solving and developing solutions to complex issues.  The position may also be called on to coordinate special projects and provide guidance to other professional staff in the office on legislative policy matters and procedures.

 

Examples of Duties

 

  • Staffing the Joint Standing Committee on Taxation.
  • Critically researching and analyzing taxation legislation and proposals, administrative rules and state tax policy issues.
  • Drafting legislation and amendments regarding taxation and related matters.
  • Working closely with committee chairs to plan and schedule committee meetings and to help manage committee workload.
  • Coordinating with Legislative Fiscal Analysts regarding fiscal estimates on bills and amendments.
  • Assisting the Appropriations Committee on taxation-related budget policy matters.
  • Working with the Office of Program Evaluation and Government Accountability on tax expenditure issues and coordinating the work of the Taxation Committee in the tax expenditure evaluation process.

 

Minimum Qualifications

 

  1. The Legislative Analyst level requires a bachelor’s degree plus five years of relevant experience. Advanced degree (Master’s, JD or Ph.D.) preferred. An equivalent combination of education and experience may be substituted.
  2. The Senior Analyst level requires a bachelor’s degree plus eight years of relevant experience. Advanced degree (Master’s, JD or Ph.D.) preferred. An equivalent combination of education and experience may be substituted and requires two years of experience and demonstrated competence at the level of Legislative Analyst, or a comparable position, including demonstrated skills in policy and legal analysis and assisting committees with workload management and decision making.
  3. Knowledge of state tax laws and policies is desired.
  4. Strong organizational skills and an ability to work effectively with committees and groups.
  5. Strong written and oral communication skills, including ability to communicate effectively with legislators and other government officials.
  6. Ability to plan and complete work assignments effectively and efficiently.
  7. Demonstrated skills in problem solving and decision-making.
  8. Excellent work habits, including effective time and workload management, appropriate delegation of administrative tasks, working with and assisting others in the office in committee or other venues.

 

Salary and Benefits:  The salary range for the Legislative Analyst level is $76,689 to $106,787. The salary range for the Senior Analyst level is $84,427 to $117,374. The bi-weekly dollar values of some State-paid benefits for full-time employees include $14.92 for dental insurance; 13.41% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($466.54) of health insurance premiums.
