-ANTICIPATED VACANCY-
The Associate Director of the Medical Facilities Unit (classified as a Public Service Manager II) is responsible for administering major statewide licensing and certification programs and directly overseeing key operational, support, and administrative functions within the Division of Licensing and Certification, Department of Health and Human Services (DHHS). The role oversees Maine’s acute settings, rehabs, labs, and nursing facilities.
This position reports to the Division’s Director and Chief Operating Officer and operates under administrative direction. As a member of senior leadership team at DLC, the Associate Director helps implement division-wide policies and initiatives that support agency goals and regulatory obligations at both the state and federal levels, including compliance with Centers for Medicare & Medicaid Services (CMS) requirements.
Scope and Complexity:
• Oversees two major programs: State Licensing of Medical Facilities and Federal Certification under CMS.
• The position contributes substantively to policy and strategic decisions, influencing the direction and impact of medical facility oversight in the state.
Primary Responsibilities:
• Program Administration: Manages daily operations of licensing and certification functions; develops, implements, and evaluates internal policies and procedures for completing surveys.
• Policy Development: Participates in the creation of regulations, technical guidance, and standard operating procedures that interpret and apply federal and state law.
• Personnel Management: Supervises a multidisciplinary team including nurses; directs staffing, training, performance management, and resource allocation.
• Cross-Agency Collaboration: Coordinates with other DHHS offices, including MaineCare, CMS, and external stakeholders to ensure regulatory alignment and program integration.
• Strategic Implementation: Assists in setting and executing division goals; uses performance data and state and federal benchmarks to guide program improvements.
• Fiscal and Administrative Oversight: Informs and approves transactions within defined fiscal limits and contribute to budget planning and management of resources.
Program Impact and Contribution:
• The programs under this position have an impact on the overall mission of DHHS, ensuring safe, high-quality healthcare services statewide.
• The Associate Director provides expert consultation to executive leadership and plays a key advisory role in program and policy decisions.
Qualifications and Experience:
• Requires significant experience in healthcare regulation or public administration, with demonstrated success in program and personnel management.
• Advanced education or equivalent leadership experience in healthcare, law, public policy, or a related field is preferred.
Representative Working Titles: Associate Director, Health Licensing Program Administrator.
Minimum Qualifications:
A minimum of ten (10) years of combined education and professional experience in social service programming, business, public administration, law, or healthcare, including at least four (4) years in a leadership role managing professional staff.
Highly qualified candidates will demonstrate the following competencies:
• Proven leadership excellence, with a strong track record of building, motivating, and managing high-performing teams
• Executive-level experience in healthcare management or administration
• In-depth knowledge of regulatory frameworks governing healthcare facilities, including oversight by State agencies, CMS, and Accreditation Organizations
• Direct experience engaging with legislative processes and public policy initiatives
• Exceptional written and verbal communication skills, with the ability to convey complex information clearly and persuasively
• Formal training and practical experience in regulatory hearings, procedures, and statutory interpretation
• Demonstrated success in collaborating across multidisciplinary teams and effectively communicating with diverse professional stakeholders

This includes oversight of the CNA registry, criminal background checks for employers to ensure staff are safe to care for our vulnerable citizens, and investigations into allegations of unsafe practices/events in facilities as diverse as hospitals, nursing homes, assisted living facilities, behavioral health agencies, group homes and other community support providers.
