Director of Operations and Finance

Qualifications:
* Bachelor’s degree in a field related to operations and financial management (Accounting, Finance, Operations Management, Business Management).
* Five years of administrative experience in a significant leadership role.
* Five years multi-department supervisory role in a school, municipal, or government organization. Verifiable work history of increasing fiscal and operations expertise.
* Experience developing institutional infrastructure, including policies, procedures, facilities, and programs.
* Familiarity with different funding sources, including local, state, federal, private, and non-profit sources.
* Ability to collaborate and communicate across teams and levels of organizations.

Job Goal:
To ensure overarching organizational leadership, oversight, and short and long-term planning in business, finance, infrastructure, and support services.
Performance Responsibilities:
* Advise the Superintendent on all matters related to the responsibilities of the position.
* Serve as a member of the district administrative team to ensure alignment of financial and operational practices and priorities with the district’s mission and strategic goals.
* Work collaboratively with the administrative team instructional leaders to ensure appropriate planning to support teaching and learning goals financially.
* Assist with collective bargaining and contract development.
* Assists in developing policies and procedures for business management, nutrition services, transportation services, and facilities.
* Directly oversee the functions and duties of the business manager, transportation supervisor, nutrition supervisor, and facilities supervisor.
* Works as the lead administrator with the Chair of the Finance Committee and Chair of the Facilities Committee.
* Monitor the budget monthly and prepare routine projections and analyses for the Superintendent and Finance Committee.
* Conduct multi year revenues, expenses, and other data forecasting to inform long-range planning.
* Know and understand Maine Department of Education/State of Maine laws, regulations, and guidelines, particularly in finance, transportation, nutrition, facilities, and finance.
* Serves as the district’s chief procurement officer, oversees district procurement, and manages preparation and execution of all school department bid proposals/contractual obligations and negotiations with vendor contractors in compliance with all necessary federal, state, and local requirements.
* Coordinates all capital expenditure projects.
* Monitors district funds for compliance with state regulations and ensures stable longterm financial health of the district.
* Effectively communicate budgetary information with all stakeholders, including the district administrative team, school board, finance committee, and the community.
* Manages contracts with outside vendors.
* Monitor the budgetary impact of all hiring and employee separations.
* Supervise, evaluate, and ensure appropriate training for business office personnel, facilities, transportation, and nutrition supervisors.
* Perform other duties that may be assigned from time to time that fall within the general scope of the position.
* Oversee the general operation of all facilities management, including maintenance and custodial operations.
* Prepare and oversee the district’s capital planning and implementation.
* Ensures the transportation department provides adequate and appropriate transportation for students.
* Oversee and coordinate all food services for the district to deliver a high-quality food service program compliant with federal, state, and school board policy.

* Strong supervisory, communication, and presentation skills.
* Ability to work collaboratively with a high-performing team and communicate effectively with diverse groups: administrative team, school board, professional employees, support staff employees, the public, and local elected bodies.
* Expertise in budgeting and a demonstrated ability in operation analysis, forecasting, and strategic planning.
* Strong computer skills, particularly skills associated with the Maine Department of Education, other state and federal agencies, and business and finance.
* Thorough knowledge of federal, state, and local school finance and operations laws.
* Highly developed interpersonal skills and experience in project management and facilitating change.
Work Year Contract: 260 days
