The Maine Legislature’s Office of Program Evaluation and Government Accountability (OPEGA) is seeking an Analyst who values public service and is enthusiastic about supporting the important work of the Maine Legislature.  Employees in this full-time nonpartisan legislative staff position work primarily in our Augusta office. Responsibilities

OPEGA supports the Legislature in monitoring and improving the performance of State government by conducting independent, objective reviews and evaluations of State programs and activities with a focus on effectiveness, efficiency and economical use of resources. The OPEGA Analyst is responsible for performing a variety of assigned research, analysis, evaluation and project-related tasks to support the work of the office.  The work is primarily project based and provides opportunities to conduct qualitative and quantitative research and analysis.  The Analyst participates in planning and conducting individual and group interviews, surveys, internet research, reviews of laws, rules and policies; and analysis of interview, survey and program data and case files. Additional duties include assisting with preparation of materials for the Legislature’s Government Oversight Committee, participating in meetings with state agency staff, and quality assurance review and drafting and editing reports and other work products for submission to the Legislature.  

 

Desired Minimum Qualifications

 

Education and Experience

Advanced degree with at least 1 year of experience or Bachelor’s Degree with at least 3 years of experience. Advanced degree preferred.  Academic or professional experience in one or more of the following areas is an asset: public policy; public administration; federal, state or local government organizations; program evaluation; performance auditing; quantitative and qualitative research methods.

Salary and Benefits. The salary range for this position starts at $74,464. The bi-weekly dollar values of some State-paid benefits for full-time employees include $14.60 for dental insurance; 13.41% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($438.47) of health insurance premiums.  Initial year vacation and additional paid leave ranges from 4 to 8 weeks plus 13 paid holidays.
