Job Summary:
This is highly responsible work involving the primary administration of the human resources functions within Portland International Jetport.
The HR Generalist I serves as a liaison between the City of Portland’s Human Resources Department and Portland International Jetport, advising Jetport management, serving as a resource to Jetport staff, and implementing human resources policies and expectations within the Jetport. This role ensures Jetport compliance with all human resources-related federal, state, and local laws and rules; City policies and procedures; City collective bargaining agreements; and best practices. The HR Generalist I advises Jetport management on the equitable application of the same, including in the context of performance and talent management, performance evaluations, discipline, and similar.
Work is carried out under the direction of the Deputy Director of Human Resources, working in close partnership with the Department’s leadership team. The HR Generalist I generally does not function as a supervisor, but may direct Jetport administrative staff in implementing human resources and payroll functions.
Key Responsibilities:
Oversees and coordinates the recruitment and hiring process within the Department, including:
Serves as a resource for employees with respect to leaves, benefits, accommodation requests, questions or complaints about workplace conditions or conduct, and similar issues; consults with the relevant HR specialist, where needed, to resolve concerns.
Manages employee leaves of absence, work related injuries, light duty assignments, and similar in accordance with HR processes and in collaboration with relevant HR specialists and outside providers.
Serves as a point of contact for the City’s Safety Team, including assisting with arranging training.
Facilitates and helps implement the Department’s training program in coordination with HR specialists and Department management.
Works closely with Department management, financial contacts, and payroll contacts to ensure accurate staffing, budgeting, payroll, etc.
Maintains an excellent working relationship with the City’s unions, and participates in employee relations and bargaining in coordination with the City’s Labor Relations Manager.
Has primary responsibility for employee personnel and medical records; maintains the same in the central HR file. Accurately manages HRIS data with respect to their department employees.
Participates on City committees related to employee recognition programs and special events.
Analyzes a variety of human resources data and challenges; makes recommendations for their solution; puts such recommendations into effect; and measures their outcomes.
May serve as backup for other HR Generalists or, on occasion, an HR specialist.

Salary & Benefits:
This is a Non-Union position (Grade C43) with a starting annual salary range of $74,241 - $83,547.
