The Business Continuity Program Manager is a key role within the Office of Information Technology (OIT). This position will report directly to Associate CIO - Infrastructure and will manage the Business Continuity and Disaster Recovery (BC/DR) program.  The BC/DR Program Manager will work extensively with OIT business units to develop business continuity plans and ensuring compliance with regulatory requirements, industry standards, and overall Risk Management requirements. This position will also serve as the primary BC/DR consultant and subject matter expert within OIT and assist the Executive Branch and State Agencies with initiating BC/DR programs and information technology and disaster recovery planning.



As the business continuity subject matter expert, you will ensure that effective plans and  controls are in place and support all activities necessary to enable the Office of Information Technology to respond to and recover from a business disruption or disaster.  Major duties and responsibilities include but are not limited to: 

  • Provide BC/DR though leadership for OIT and the Maine Executive Branch.
  • Consulting with the OIT business units to update and/or develop business continuity strategies, contingency procedures, plans and policies.
  • Drive the delivery of OIT Business Continuity Plans.
  • Coordinate OIT business continuity exercises and tests.
  • Coordinate and execute OIT BC/DR projects to improve business resiliency, mitigate risks, and reduce recovery capability gaps.
  • Conduct OIT Business Impact Analysis (BIA) to determine criticality of business functions, resource requirements for recovery, and recovery objectives.
  • Conduct OIT Risk Assessments to assess internal and external threats and the risk they pose to the organization and escalate risks and coordinate mitigating responses.
  • Develop status reports highlighting OIT BC/DR program KPI’s and communicate with the program sponsor(s) and/or BC/DR steering committee.
  • Provide overall governance and direction setting of the OIT BC/DR program on an ongoing basis.
  • Work closely with OIT technology teams to ensure their disaster recovery plans for critical systems and applications are consistent with State agencies recovery requirements.
  • Initiate and coordinate OIT BC/DR training and awareness programs.
  • Assist OIT with governance structure for crisis management.
  • Advise and assist the OIT Crisis Management Team during incident response and recovery operations.
  • Provide leadership and advice to assist with BC/DR programs across the Executive Branch.
  • Ensure compliance with evolving legal and regulatory requirements and industry standards.
  • Other duties as assigned.

  • Proven experience in business continuity management, crisis management, risk management, and/or emergency management, driving the business continuity program through influencing senior leaders, facilitating decision making and managing cross-functional teams.
  • Knowledge of State Government agencies, their missions, and the nature of services they provide.
  • Exceptional communication skills (oral and written).
  • Exemplary presentation skills.
  • Highly developed interpersonal skills with the ability to effectively communicate and influence decision makers.
  • Calm temperament; cool under pressure and during high stress situations.
  • Working knowledge of ISO22301, NFPA 1600, and NIST standards.
  • Project/Program Management skills – demonstrable track record successfully managing projects at the highest technical and tactical skill levels, coordinating multi-discipline projects.
  • Exceptional analytical skills and understanding of processes, business systems, risks, and controls.
  • Working knowledge of information technology as it pertains to business operations; familiarization with backup/recovery and IT/DR technologies and solutions.



Ten (10) years’ experience in researching, analyzing, planning, and implementing large-scale technology projects and/or related policies, protocols, and standards. A Masters’ Degree in Computer Science or directly related area may be substituted for one (1) year of work experience.

Preferences are listed below:

A Bachelor’s degree in management information systems, business administration, or a related degree with a minimum of 5 years works experience.   An MBA/MPA or equivalent degree in a directly related area can be substituted for one (1) year of work experience. Each year of experience as a BC/DR professional can be substituted on a 1-for-1 basis.

SALARY:       CODE: 0172                    PAY GRADE: 31 - $58,323.20 – $ 79,393.60 annually*

*Includes a 15% recruitment and retention salary adjustment and eligibility for a 5% annual training bonus



The value of State’s share of Employee’s Retirement:  15.12% of salary for BU positions.  The value of State-paid Dental Insurance:  $13.13 biweekly.  The value* of State-paid Health Insurance: 

  • Level 1:  100% State Contribution (employee pays nothing):  $427.57 biweekly
  • Level 2:    95% State Contribution (employee pays 5%):  $406.19 biweekly
  • Level 3:    90% State Contribution (employee pays 10%):  $384.81 biweekly
  • Level 4:      85% State Contribution (employee pays 15%):  $363.43 biweekly 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
