Position Description Position Title: Executive Director

  Reports To:     Chair, Board of Trustees, Midcoast Regional Redevelopment Authority

 

GENERAL SUMMARY-

With considerable latitude, under broad guidelines from the Board of Trustees of the Midcoast Regional Redevelopment Authority (hereinafter referred to as the “Authority” or “MRRA”) and in accordance with established policies and procedures, this senior management position is responsible for directing and coordinating all activities associated with the implementation of the reuse plans and disposition of property at the former Brunswick Naval Air Station (BNAS) properties in Brunswick and Topsham Maine and managing the activities of the Authority and the ongoing redevelopment effort of Brunswick Landing.

This position, who serves under a gubernatorial appointed eleven (11) member Board of Trustees, is responsible to plan and direct the adaptive reuse and redevelopment of the former Brunswick Naval Air Station (now known as Brunswick Landing), and achieve the goals and objectives of the Midcoast Regional Redevelopment Authority (MRRA) of Maine as provided by Maine law.  

ESSENTIAL FUNCTIONS:

  • The Executive Director is the Chief Executive Officer of the MRRA. Within such limitations as may be prescribed by the Board, and consistent with the general policy and direction of the Board, the Executive Director is responsible for carrying out the day-to-day business operations of the MRRA.
  • The Executive Director is ultimately responsible and accountable for the day-to-day operations of the MRRA, consistent with the MRRA’s primary mission of job creation, facility absorption and the resulting positive economic impact on the local, regional and State economies. Such direct and oversight responsibilities include, but are not limited to, sales and marketing, finance and administration, personnel management, property management, environmental compliance and municipal functions, public, tenant, and community and public relations.

 

  • Under the general direction of the Board of Trustees, the Executive Director is responsible for the direction and oversight of all financial and administrative matters including accounting, financial reporting, budgeting, long-range financial plans, accounting and MIS internal control procedures, payroll, and banking and audit firm relationship, human resource matters (i.e., personnel policies, benefits, insurance) and procurement of goods and services.
  • The Executive Director is responsible for the development and implementation of short- and long-term plans to meet the goals and objectives of the Authority by analyzing, planning, coordinating, directing, and assuming responsibility for the implementation of the Reuse Master Plan for Brunswick Naval Air Station (BNAS) in Brunswick and the Topsham Annex.

 

  • The Executive Director shall have the power to expend such sums up to $50,000.00, for such purchases and other purposes, as are necessary for carrying out the general business of the MRRA, in the discretion of the Executive Director. The Executive Director shall have the power to expend sums of $50,000.00 or more with the express approval of the Board of Trustees, or if the expenditure is made pursuant to a contract which has already been approved by the Board.
  • The Executive Director is responsible for the employment of such other staff as the Board may approve for the carrying out of its duties, subject to such limitations as the Board may impose.
  • The Executive Director will oversee the management of an airport (Brunswick Executive Airport) in concert with the Maine Department of Transportation and Federal Aviation Administration.
  • The Executive Director will oversee the management of TechPlace (Brunswick Landing’s technology incubator) and other innovation initiatives.
  • The Executive Director will oversee the management of essential utility systems to serve its on-campus customers including, but not limited to an electrical distribution system serving over 400 customers as a regulated public utility of the Maine Public Utilities Commission and a drinking water distribution system serving over 200 customers.
  • The Executive Director shall have primary control and custody of the funds of the MRRA and may endorse or deposit for collection any and all notes, drafts, checks, and other instruments payable to the MRRA.
  • The Executive Director shall have the power to sign all contracts, leases, deeds of conveyance, mortgages, notes, bonds and any and all other instruments necessary to the exercise of the powers given to the MRRA by law, and shall bind the MRRA thereby
  • The Executive Director shall annually prepare and present to the Board a proposed budget, which the Board may adopt with or without modification. The Executive Director prepares an annual work program and budget necessary to plan for future base reuse and plan implementation, as well as prepare an annual report to the Legislature.
  • The Executive Director assists MRRA in developing goals and objectives for the reuse and property disposition of properties associated with the former BNAS.
  • The Executive Director assists MRRA in development, evaluation, and implementation of policies and procedures.
  • The Executive Director coordinates MRRA activities in consultation with the Chair including agendas, meetings etc.
  • The Executive Director develops and maintains all necessary files to assist in the redevelopment effort.
  • The Executive Director is responsible for managing all contracts associated with the office.
  • The Executive Director oversees the generation of fund development and financial strategies for the success of the MRRA and base reuse.
  • The Executive Director oversees grant applications in support of the MRRA and the redevelopment efforts.
  • The Executive Director coordinates the activities of the MRRA and various subcommittees and panels.
  • The Executive Director serves as the primary liaison between local elected officials, representatives of federal agencies, Department of Defense, Department of the Navy, State of Maine and Congressional representatives.
  • The Executive Director oversees the hiring/termination of all employees, assists in the training, supervising, scheduling and evaluation of all MRRA personnel, and authorizes all revisions to compensation.
  • The Executive Director represents the MRRA staff at MRRA Board of Trustee meetings.
  • The Executive Director serves as the chief spokesperson for the MRRA with respect to discussions and correspondence with the media, general public, Maine’s Congressional Delegation, Governor’s office and administration, State of Maine Legislators, and any Federal or State agencies. Any of these responsibilities may be delegated to members of the MRRA staff.
  • The Executive Director is the lead negotiator, unless otherwise delegated to another MRRA staff member, with respect to any business transactions that could ultimately lead to contractual obligations on the part of the MRRA. Examples include, but are not limited to, tenant negotiations for lease or sale or real or personal property, contracts for goods or services, grant agreements, etc.
  • The Executive Director will ensure compliance with applicable laws, local, state and federal land use, environmental and regulations.
  • The Executive Director maintains personal professional development in own field of expertise by attending related training seminars and actively participating in professional associations.
  • The Executive Director performs other related duties as required by the Board of Trustees.

 

NECESSARY KNOWLEDGE AND SKILLS:

  • Demonstrated leadership skills, including oversight of staff and personnel.
  • Duties require knowledge of public or business administration, land use planning, environmental management, airport and property management, infrastructure and utility systems and economic development or related fields equivalent to completion of an advanced college degree and at least ten (10) years of related experience, or equivalent combination of education and experience.
  • Knowledge of finance and business planning.

 

  • Subject to frequent travel on local, regional, national and international levels using public transportation, or driving.
  • Ability to lead, manage, motivate and direct the activities of subordinate staff.
  • Excellent customer service and collaboration skills with the ability to proactively establish and maintain effective working relationships and communicate effectively and proactively with business executives, vendors, associates, employees, internal departments, federal, state, regional and local agencies, community organizations and the general public.
  • Ability to establish priorities, organize work and develop short term and long-range plans.
  • Facilitation skills with the ability to successfully communicate ideas and concepts effectively; at various meetings of boards and committees.
  • Knowledge of budget preparation and finance.
  • Knowledge of the principles and practices of effective public relations.
  • Strong oral and written communication skills.
  • Strong records management and maintenance skills.
  • Strong computer skills and software knowledge.
  • Strong interpersonal skills and the ability to maintain confidentiality

 

 

 EDUCATION AND EXPERIENCE

Minimum Education:

 

Master’s degree in business administration, public administration, planning or related field is preferred.

Minimum Experience:

Ten plus years of professional experience in business administration, public administration, economic development and related areas is required.

 

SUPERVISORY RESPONSIBILITIES:

All the staff (currently a staff of ten) of the Midcoast Regional Redevelopment Authority.

 

SALARY RANGE/BENEFITS

$190,000 to $205,000 and competitive benefit package

WORKING CONDITIONS/PHYSICAL DEMANDS:

Normal office environment. Minimal physical effort required; normally seated with freedom of movement on a regular basis, operating office machines and handling light materials and supplies. Regularly operates a desktop computer, requiring hand-eye coordination and finger dexterity; and routinely communicates face-to-face and on the telephone.  The majority of this work effort is expected to be performed on-site, with some remote opportunities.
