JOB DESCRIPTION:
This is a Business Systems Administrator position located in Maine Revenue Services’ Property Tax Division. The primary purpose of this position is to be a knowledgeable Subject Matter Expert (SME) and decision maker for Division tax types and business processes regarding the agency’s computerized tax system. This position serves as an experienced specialist to support, update, and modernize these systems, and performs the business and system liaison role for Division taxes/forms with vendors and agency staff.
The position provides system developers with business definitions and validates the system to ensure it is configured appropriately and in accordance with Maine laws, policies, and rules. The individual must be comfortable advocating for and challenging system configuration processes; advocating for continuous business improvements and explaining to vendors and staff the business reasons behind business rules/definitions; interpreting and discussing policies, procedures, and tax laws; and explaining legacy system processes for tax compliance determinations.
Responsibilities include assisting in the coordination of systems testing activities; developing test scripts and testing strategies; recommending protocols, and controls; serving as team lead for quality assurance testing activities for small projects; assisting with components of medium and large projects; and maintaining business systems to support continuous improvement.
This position requires knowledge and experience with project management principles, scientific methodologies requiring interactive testing approaches and current business and management systems, quality assurance principles, software development life cycle, systems and user acceptance testing methods, organizational procedures, workflow and functions. Also, the position requires the ability to draft test scripts, document and compare results, analyze results of testing computer applications, write technical reports and documents. Experience with property tax or property appraisal systems is a plus.
Must be able to participate on or lead a small team and establish and maintain effective working relationships.
REPRESENTATIVE TASKS:
- Performs system testing activities to validate the integrity of the system and that quality control standards are maintained throughout systems and processes.
- Coordinates system project testing to support timely services and ensure current and new projects meet goals and objectives.
- Recommends changes to business quality controls, and complex documents to support proper delivery of program services and product deliverables.
- Considers solutions or alternative methods and recommend organizational and system changes and modifications; make recommendations as to risk and risk mitigation strategies.
- Leads testing efforts on small projects to validate systems and applications comply with established quality assurance standards, IT requirements, and meet business needs.
- Provides technical advice and consultation to management and professional staff regarding quality assurance standards and associated business practices.
- Proactively utilizes corrective action methods and techniques in order to refine and adapt necessary operational changes within systems.
- Develops draft test scripts and testing strategies to examine electronic system functions and business change management processes to verify compliance with quality assurance standards, to identify and recommend process improvements, and to ensure systems function as designed.
- Assists with quality assurance testing on medium and large projects by participating in one or more steps in the systems project life cycle to serve as a liaison, ensure timely services, and make recommendations on risk and/or risk mitigation.
- Collects and evaluates pertinent data related to projects to develop reports and recommendations, summarize information, and document change management processes.
- Collaborates with stakeholders, vendors, project teams, and managers to discuss problems, correct plans, and implement organizational solutions.
- Assigns tasks to team members to meet operational needs.
- Performs review of test scripts and documented results drafted by others to provide input and to make recommendations for approval.
- Confers with vendors and/or IT personnel on system problems to troubleshoot abnormalities and identify solutions.
MINIMUM QUALIFICATIONS
- A five (5) year combination of education, training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field.
