SUMMARY: Under the direction of the HR Director, collaborates with the Onboarding and Recruiting Specialist to ensure that all certified professional employees within the District hold and maintain all necessary certification(s) as required by the Department of Education, including criminal record history clearances and fingerprinting. Prepares all annual Department of Education reporting and provides counseling and direction to staff regarding certification requirements. Manages and produces Personnel Agenda for School Board approval and handles all processes of grant funding and professional development reimbursement programs. Also, assesses previous employment experience and education to set starting salary and hourly pay wages for newly hired staff according to Collective Bargaining Agreement guidelines. Serves as a confidential assistant for all Human Resource functions.

Salary: 24.87 - 32.29/hour

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties may be assigned.

  • Works with Department of Education to verify certification for all LPS staff who require specialized certification to perform their job duties;
  • Analyzes and maintains records of all certifications held and applied for with DOE;
  • Advises staff on certification requirements for various jobs and advises on DOE expectations and/or exceptions;
  • Processes requests for waivers;
  • Meets regularly with Teacher Mentor’s regarding certification statuses and troubleshoots certification issues;
  • Processes all DOE required certification reporting (i.e. MEDMS and NEO) in a timely and accurate manner as this directly affects funding sources for the District;
  • Accurately maintains all NEO staff entries;
  • Ensures transfer of certification information into appropriate LPS software platform for tracking and reporting;
  • Processes all initial nomination forms to ensure proper certification/licensure is held or obtained by nominee and advises on how to address if this is not the case, placing nominations on hold as necessary;
  • Processes reimbursement and grant funding requests for professional development courses, maintaining accurate records and support documents;
  • Assess all new hire resumes and applications to determine proper placement in the appropriate salary scale as dictated by the pertinent Collective Bargaining Agreement;
  • Maintains current knowledge of state and federal employment law;
  • Maintains confidential files including all district employee personnel and medical files;
  • Updates employee files to document personnel actions and to provide information for payroll and other use;
  • Compiles data from personnel records and prepares reports as assigned;
  • Assists with compensation and records data for use in payroll processing;
  • Responds to inquiries from employees via all channels of communication and applies sound judgment to escalating an inquiry as indicated;
  • Assists other members of the department as needed;
  • Maintains confidentiality.

SUPERVISORY RESPONSIBILITIES:

None, but may assist in providing direction to Teacher Mentor’s in regard to Certification Processes and Requirements.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

Human Resources experience and/or training, or equivalent combination of college level education and experience or as determined by the Lewiston School Committee. Bachelor’s degree in related field preferred.

Experience with Frontline and/or Munis desirable.

Strong understanding of Department of Education certification requirements and all exceptions, such as waivers and emergency certification processes required.

LANGUAGE SKILLS:

Ability to read and interpret documents such as certification guidelines, policies and procedures and collective bargaining agreements. Ability to write routine reports and correspondence. Ability to provide explanation and direction and speak effectively with employees.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute hourly, daily and annual contractual rates and benefits.

REASONING ABILITY:

Ability to apply common sense understanding to carry out instructions furnished in written, oral and diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER SKILLS and ABILITIES:

Performs HR tasks requiring independent judgment and function in confidential settings.

Ability to use a personal computer with database, email, spreadsheet and document software. Knowledge of or ability to learn personnel legal terminology. Ability to establish and maintain effective working relationships with staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to perform duties with awareness of all district requirements and policies.
