PROPOSALS for INDEPENDENT CONTRACTOR
HUMAN RESOURCES CONSULTANT
The City of Belfast, population 7,000, is seeking proposals from qualified independent contractors to provide comprehensive municipal human resources consulting services as needed. The selected consultant will act as an external advisor to the City Administration ensuring compliance with Maine labor laws, modernizing personnel policies, and handling complex employee and labor relations.
Must operate as an independent contractor. Minimum qualifications of a bachelor’s degree in human resources, public administration, or a related field, plus 5+ years of HR experience, ideally within the public sector or working with unionized environments. Must carry and maintain professional liability and workers' compensation insurance. The entire Request for Proposal may be found online at the City’s website at cityofbelfast.org
All proposals should include a letter of introduction and a resume which must be received by the City Manager’s Office no later than 6:00 PM on Wednesday, September 30, 2026. Proposals may be delivered by mail or in person to:
