The Office of Information Technology (OIT) provides information technology support ranging from desktop support for over 13,000 employees to applications that support a wide variety of program areas for the State of Maine.  We are seeking an Information Technology Consultant to become a part of our IT team, playing a critical leadership role in helping serve the citizens of Maine through the provision of vital IT services.

About the Job:

The Network Services Team is seeking a highly-motivated individual with experience as an enterprise service manager specializing in Network Performance Diagnostics and Monitoring, and who has a proven track-record to lead our mission as we work through new exciting changes to enhance our IT network.

This critical role will help to identify and resolve performance problems using IT network enterprise services.


What you will do?

You will demonstrate advanced technical and leadership skills by managing the Network Performance Diagnostics and Monitoring group.  Responsibilities include leading highly technical teams while diagnosing complex technology performance problems across all areas of the IT support model. The position will interact with a full range OIT staff from all areas of the enterprise and agencies. Customer service and interpersonal skills are critical in this role. 

 Representative tasks include: 

  • Directing staff to ensure performance problems are identified and addressed timely and efficiently
  • Articulating best practices and recommendations by addressing complex and/or controversial issues affecting the infrastructure and delivery of services.
  • Overseeing the design, testing, implementation operation, and maintenance of systems to base line servers and ensure proper performance.
  • Establishing and reviewing various performance measurements, adjusting operations to ensure the highest possible value of goods and services are rendered across the enterprise.
  • Coordinating and conferring with other areas of the Enterprise to ensure optimum performance.
  • Establish development plans and assist with established training to maintain and enhance staff proficiency.
  • Advising management regarding the need for additional personnel, equipment, or new services, and assisting in the development and execution of the activity budget in order to ensure resources.
  • Negotiating and managing a wide variety of IT vendor contracts for goods and services.


What we expect?

The selected candidate must be proficient and effective in managing highly specialized IT teams, and be able to demonstrate with confidence a high-level of technical skills.  Requirements include expertise in current information service and automation technology systems, and capability to be an expert in the field to meet the mission in the delivery of IT services. Effective communication and leadership skills are essential in this role. The ability to formulate plans at a strategic level and deliver service to the end-user is paramount as we strive for excellence of IT services. 



Ten (10) years’ experience in researching, analyzing, planning, and implementing large-scale technology projects and/or related policies, protocols, and standards. A Masters’ Degree in Computer Science or directly related area may be substituted for one (1) year of work experience.

Preference will be given to individuals who have experience in the following areas:

Solar Winds, Netscout, Riverbed products, and to individuals who are an active Cisco Certified Network Professional 

The ideal candidate will possess experience in the following: 

  • Evaluating applicability of current automation technology/trends to State systems and needs
  • Diagnose/configure Cisco, Avaya Networking interoperability
  • OSPF and BGP4 routing protocols
  • Leading Voice over IP support and troubleshooting
  • Troubleshooting Telephony Infrastructure: DDS, T1 and T3 systems, DACCs
  • IP multicast, IGMP and PIM
  • Importance of change control processes on critical 99.999% networks
  • Configuring, troubleshooting, designing and maintaining Cisco, Avaya, Juniper, Aruba wired and wireless platforms and integration with Firewalls, servers and DNS/DHCP
  • Wireshark and deep packet test and analysis
  • Diagnostic and performance monitoring products such as Solar Winds, NETSCOUT and Riverbed
  • Handling difficult customers, and providing resolutions to conflict in a professional manner
  • Communicating orally and in writing with people having a wide variety of knowledge and expectations
  • Conducting team meetings, completing presentations and working with leaders in a team environment

SALARY:       CODE: 0172                    PAY GRADE: 31 - $58,323.20 – $ 79,393.60 annually*

*Includes a 15% recruitment and retention salary adjustment and eligibility for a 5% annual training bonus



The value of State’s share of Employee’s Retirement:  15.12% of salary for BU positions.  The value of State-paid Dental Insurance:  $13.13 biweekly.  The value* of State-paid Health Insurance: 

  • Level 1:  100% State Contribution (employee pays nothing):  $427.57 biweekly
  • Level 2:    95% State Contribution (employee pays 5%):  $406.19 biweekly
  • Level 3:    90% State Contribution (employee pays 10%):  $384.81 biweekly
  • Level 4:      85% State Contribution (employee pays 15%):  $363.43 biweekly 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
