Deputy Executive Director
Brunswick, Maine
The Deputy Executive Director supports the Executive Director in implementing the Brunswick Naval Air Station (BNAS) Reuse Master Plan, focusing on economic and community development, project management, and organizational leadership. The role advances Brunswick Landing’s economic growth and manages relationships with local and state partners. Additionally, the role will work cohesively and collaboratively with the Chief Financial Officer to oversee internal operations including HR, revenue generation, and grant management.
Primary Duties and Responsibilities
Government & Agency Liaison:
Coordinates with state and federal agencies (HUD, MEDOT, DEP, EPA, Maine DECD) and communicates with Maine State Legislature members to advocate for relevant legislation.
Negotiations & Development:
Facilitates developer and contract negotiations related to MRRA resources and oversees utility and policy administration for Brunswick Landing.
Revenue & Public Relations:
Leads initiatives for revenue generation—including campus events—and oversees public relations, marketing, and community outreach efforts.
Business Retention & Expansion (BRE):
Directs programs aimed at retaining and supporting existing businesses on campus.
Grant Management:
Prepares grant proposals, manages funding programs, and monitors compliance and reporting.
Human Resources & Staff Leadership:
Develops, implements, and reviews HR policies, benefits, and directly supervises staff performance, hiring, as well as, staff retention and growth.
Community Engagement:
Participates on local and regional boards, manages public meetings, and represents MRRA at events.
Project Oversight:
Conducts special studies, prepares reports and recommendations for short- and long-term redevelopment efforts.
Qualifications
Education:
Bachelor’s degree required (economic or community development or related field); Master’s preferred (public policy or community development). IEDC certification is preferred.
Experience:
At least 8 years of progressively responsible government experience in economic/community development, including 3–5 years in management.
Experience in legislative advocacy and contractual or real estate negotiations required.
Licensing:
Valid driver’s license.

Equivalent combinations of education, training, and experience may be considered.
Knowledge, Skills, and Abilities
Strong understanding of state and federal grant processes and economic development laws.
Excellent communication, presentation, and interpersonal skills.
Proven leadership and conflict resolution abilities.
Proficiency with software such as Munis, Microsoft Office, and GIS.
Ability to manage consultants, perform research, and produce high-quality reports and recommendations
Physical Demands and Work Environment
Primarily office-based with some fieldwork for inspections and events.
Requires occasional lifting (up to 25 lbs.), travel, and evening or irregular hours.
Must be able to handle multiple complex tasks under deadlines and interact with diverse stakeholders.
