 The Educational Development Director is responsible for the development of MRWA's training program for the industry's water and wastewater operators, as well as utility administrative staff and governing boards.  Educational content will focus on water and wastewater compliance matters, safety and opportunitites to build financial and managerial capacity. 

Essential Job Functions:

 

  • Development of extensive industry network and implement the same to energetically promote MRWA events.
  • Develop, beta test, and promote MRWA’s multimedia training opportunities to include use of webinars, online courses, Rural Water Association courses, etc.
  • Develop, structure, and negotiate water/wastewater contract training courses.
  • Organize and independently facilitate various operator users’ group with emphasis on industry training needs.
  • Cultivate working partnerships with vendors and Associate Members for instruction and hands on learning opportunities.
  • Develop class moderator schedule and assign staff, accordingly, taking into account receipt of training materials, refreshments, and facility specifics (i.e., building hours of operations, AV equipment, parking, directions). Closely supervise staff to ensure stated goals are achieved.
  • Oversee timely and accurate use of Association Management Software.
  • Oversee timely and accurate use of Learning Management Software.
  • Develop annual budget for Training Reimbursement Funds (TRF), provide quarterly reports, and ensure timely TRF application submission.
  • Must be willing to respond to after hours’ calls.
  • Maintain cooperative team attitude and assist all colleagues in achieving team success.
  • Maintain confidentiality of information obtained from utilities and utility personnel.
  • Perform all other duties as assigned.

 

 

Professional Operator Certification Preparatory and Recertification Courses:

    • Produce Requests for Qualifications, identify target audience and oversee distribution of inquiry.
    • Develop course budgets, negotiate speaker fee(s) and generate Memorandum of Agreement(s) with selected speakers.
    • Oversee the development of water and wastewater industry professional courses and seminars and independently develop courses when necessary and applicable.
    • Independently develop MRWA’s annual training calendar with consideration of competing training calendars (ie., Maine Water Utilities Association, JETCC, MeWEA, MMA, Maine Local Roads, etc.).
    • Generate and provide quarterly training reports for the Director inclusive of number of students, revenue generated, expenses, and Training Reimbursement Funds (TRF) generated.

 

Annual Technical Conference and Tradeshow:

    • Excel in the lead role as the organizer of the MRWA Annual Conference and Trade Show.
    • Development of annual conference budget documents; strictly adhere to budgeted expenses and vigorously pursue projected revenues.
    • Development and oversight of annual conference training program with consideration of multiple genre (i.e., water, wastewater, administrative, etc.).
    • Develop and oversee staff moderator assignments and other respective assigned tasks. Supervise staff to ensure completion of delegated responsibilities.
    • Create staff assignment schedule complete with tasks and deadlines necessary to secure targeted number of conference attendees (inclusive of operators, vendors, sponsorship levels, etc.).

 

Required Skills/Abilities:

  • Superior verbal and written communication and interpersonal skills.

  • Proficient in Microsoft Office Suite or related software.
  • Excellent organizational skills and attention to detail.
  • Excellent analytical, decision-making, and problem-solving skills.
  • Ability to evaluate and research training options and alternatives.
  • Ability to design and implement effective training and development.
  • Demonstrable success with a variety of multimedia training platforms and methods.
  • Valid Driver’s License.

Education and Experience:

  • Master’s degree in Learning Management, Instructional Design, Human Resource Development or related field preferred.
  • 5-7 years of learning and development experience including developing, implementing and delivering training
